The Steadfast Management Company team consists of six senior executives with average experience of 15 years. These multifamily professionals bring extensive knowledge and experience across a variety of disciplines and provide the strategic direction of the management company. As a team, they play an essential role in Steadfast’s operational excellence.

Michael C. Brown President, Property Management

Mr. Brown is responsible for overseeing all facets of operations for Steadfast’s growing 38,000 apartment unit portfolio across 19 states including market rate and affordable communities. Mr. Brown has 30 years of real estate management experience with a primary focus in multifamily. Prior to joining Steadfast, Mr. Brown was Division Vice President for Camden Property Trust for the western US. Mr. Brown has also worked with such firms as Western National Group, The RREEF Funds, Stellar Management and R.W. Selby & Co., Inc.

Brown is a past President for the Orange County Chapter of the Institute of Real Estate Management (IREM®) and sits on various national committees. He has held various Board of Director positions in California with the Tri-County and San Diego Apartment Associations as well as the Apartment Association of California Southern Cities. Presently, he has been an advisor on the board of the UC Irvine Paul Merage School of Real Estate. Mr. Brown holds a California Broker’s License and an Associate Broker’s License in Colorado.

Mr. Brown earned his Bachelor of Arts degree in business finance from San Diego State University and has earned both his CPM® designation and ARM® certification. Presently, Mr. Brown serves on the IREM® National Executive Committee.

Carlos Ortiz Senior Vice President, Property Management

Carlos has over thirty years’ experience in the multifamily industry and has worked in multiple capacities, including Senior Regional Manager for BRE Properties and VP of Operations for United Dominion Realty Trust.  Mr. Ortiz is involved in several community based organizations and has held positions with the Washington Multifamily Housing Association and Salinas Affirmative Action Committee.  Mr. Ortiz also holds a California Real Estate license.

David Fisher Senior Vice President, Property Management

David joined Steadfast in 2016 and passionately leads Steadfast property operations through his extensive experience in financial management, development and construction renovation, due diligence, leasing and marketing, and training.

David has served in principal and executive roles in several property management firms and his diverse background also includes commercial and investment real estate brokerage. David received his BA in Communications from Brigham Young University with an emphasis on marketing and advertising and later earned his CPM (Certified Property Manager) designation from the Institute of Real Estate Management (IREM). After nearly three decades in the real estate industry, David continues to bring an extensive range of business knowledge and expertise to the operations team.

Mark Foraker Senior Vice President, Property Management

Mark joins Steadfast in the role of Senior VP of Property Management and is responsible for the day to day operations of nearly 8,000 apartment homes in the Houston, Austin and San Antonio markets. Mark brings 25 years of industry experience that began at R&B Realty Group/Oakwood Apartments where he earned his IREM® CPM® designations. Most recently, Mark work with Corvias as the Business Director for Fort Bragg, and The Dinerstein Company as Sr. VP of Sales and President of Apartment Management.

Over the course of his career, Mark has gained extensive experience in all sectors of property management, having responsibilities for operations, due diligence, acquisitions, dispositions, market research, corporate housing, condo conversion operations and sales, class A conventional and student lease-up and operations, military-housing operations, distressed asset re-positioning and re-branding, affordable housing management and compliance, as well as budgeting and asset management.

Mark earned his Bachelor of Arts in History from UCLA and devotes his spare time and resources as an instrument rated pilot to Angel Flight, providing free private aircraft transportation to financially burdened medical patients and has been a volunteer canine foster for K-9 Angels in Houston Texas. He is also an avid scuba diver, hunter and an outdoor enthusiast.

Gail Ruggles Senior Vice President, Property Management

Gail joins Steadfast as a Senior Vice President with over 28 years of experience in property management.  Most recently, Gail worked with Pegasus Residential where she held the position of Sr. Vice President of Operations overseeing assets in the Southeast and Southwest.  Prior to joining Pegasus, Gail worked with Gables Residential as Vice President of Third Party Operations where she was responsible for the national Third Party Operations team.  In her tenure with Gables Residential, she held a variety of property management and corporate roles including Regional Manager, Training Director and Internal Auditor. Gail has extensive experience with renovations, lease ups, and asset repositioning.

Gail is a member of the Atlanta Apartment Association, the Property Management Association of Washington D.C., and Southeast Florida Apartment Association.

Susan Sansbury Vice President, Property Management

Susan has over 30 years’ experience in the multifamily industry. Her extensive knowledge base includes pre-development, new construction lease ups, acquisition, disposition, mid-rise and renovation communities. Susan also assisted in forming a management company start-up that took the 3rd party assets to privately managed communities. Susan now oversees REIT operations serving a 3-state area while mentoring the professional development of several regional managers.  In 2015, Susan also received the designation of  Certified Apartment Property Supervisor (CAPS).

Robert Gasteiger Vice President, Marketing & Communications

Robert joined Steadfast’s multifamily team in 2013 leading the creation of a marketing platform to build brand awareness and enhance visibility for Steadfast’s growing residential real estate portfolio.  Today, Robert continues to oversee multifamily marketing and is responsible for the branding and communication initiatives for Steadfast Companies, closely aligning himself with the company’s senior living platform, capital projects including value add and interior design, as well as leading the company’s charitable foundation, the Steadfast Giving Tree.

Robert received a Bachelor of Arts degree in Business Administration, with an emphasis in Marketing, from California State University at Fullerton.
